Google マップの利用規約がパワーアップしているようです。
d:id:hfu:20071113 の注釈欄で、以下のようなことを書いていました：

「この地図は、〜したものです。」ではなく、「この地図の作成にあたっては、〜したものです。」という記述がときどき見られますが、後者の場合の「したものです」は、「私の若い頃は、大変苦労したものです。」という文章にあるような、追憶の記法と解釈せざるを得ないものになります。

その例として、Google マップの利用規約：

この地図の作成にあたっては、国土交通省国土地理院長の承認を得て、同院発行の 2 万 5 千分の 1 地形図を使用したものです。（承認番号　平 17 総使、第 598-5 号）

へのリンクを入れていたのですが、昨日調べたところ、

この地図の作成にあたっては、国土交通省国土地理院長の承認を得て、同院発行の 2 万 5 千分の 1 地形図を使用しています （承認番号 平 17 総使、第 598-5 号）。

現在の Google マップの利用規約

のように、「したものです」「しています」の部分、および句点の位置について、より一般的な日本語に直っていました。
Google マップの利用規約、こういった細かいところが修正されているだけではなくて、全体にわたって見直しがされているようです。そのほかの修正部分についても、あとで書くかもしれません。

国内法である測量法の複製関係の規定が国外では適用されるとは限らない事例か？

ところで、この「承認番号　平 17 総使、第 598-5 号」の記述は、

あたりを見る限り、日本以外の国における利用規約には書かれていません。これは、地図豆さんのページ：

Q：関連して日本地図の外国での利用はどうか。
A：日本の測量法は、国内法であるため、日本の地形図を複製等利用し外国で作業を行なうときなどは、出典の明示だけでよいものとしている。

にあるように、国内法である測量法の複製関係の規定が国外では適用されるとは限らないということの事例であるような気がします。
すなわち、「承認番号　平 17 総使、第 598-5 号」の記述は、国外のサービス利用者に対しては、かならずしも必要ないということかもしれません*1。

出典の明示も特に個別にはしていない？

それでは、出典の明示のようなものをどこかでしているのでしょうか？「Google マップ利用規約」 には、「Legal Notices for Google Maps」という付属の文書があり、そこに各種の権利関係の掲示があります。この文書は、（各国向けの URL を引いてみても同じ文章が出るようであるので、）翻訳やローカライズはされておらず、世界共通のようで、日本関係の記述は、以下のようになっています：

Japan

The Google Maps Japan service includes business listing data which has been modified by Google based on copyrighted data from third parties. Using such data without permission may violate copyrights held by Google or other parties, and commercial use is strictly prohibited. You may not take business listing data.

Neither Google nor third parties that license data appearing in Google Maps shall be responsible for any damages, including consequential damages, arising from the use of this data.

特段、国土地理院の名称を明示するような出典の明示は、Legal Notices の中には見られませんでした。
「出典の明示」は、方式主義の国に対応するための Copyright 表示よりは致命性が低く、論文の引用だとか、CC でいう attribution のようなものだと思われますので、Legal Notices に入れるのはふさわしくないと判断されたのかもしれません。
国土地理院は、http://www.imasy.or.jp/~ume/copyright-ml/inetmag/internet-magazine-1996-11.htmlにあるように、国内においても、著作権を直接利用した保護を行っていないので、国外においても著作権を直接利用した保護を行っていないと憶測されます。そのため、Legal Notices に Copyright 表示を入れる必要がなかったのではないかと憶測しています。
一方で、ヨーロッパではおそらく著作権を利用して国際的に地図の複製をコントロールしているものと思われ、Legal Notices では、ヨーロッパの国が多く Copyright 表示をしてきているように思われます。
特にイギリスの Ordnance Survey が、著作権を根拠にして地図のライセンスビジネスをしようとしていることで有名で、そのため Great Britain の Legal Notices は、他に対して「しっかりした」ものになっているように見えます:

Based on Ordnance Survey electronic data and used with the permission of the Controller of Her Majesty's Stationary Office © Crown Copyright, 1995. All rights reserved. Licence number 100026920. そのほか

ユーザーに通知せずに、実際に利用規約や Legal Notices を変更するようにできるという「業界の慣行」ができつつある気がします。これまでも、利用規約の中に「利用規約や Legal Notices をユーザの同意無しに変更できる」ようなことは一般的に書かれていたとは思うのですが、これほど静かには変更しなかったのではないでしょうか。

*1:サービス提供者、サービス利用者のそれぞれが、日本国内・日本国外にいる場合について検討する必要があるかもしれませんが、ちょっと混乱してしまったので思考停止しています。
